Abstract:
The Base Map is a fundamental issue for modeling reality and finding solutions for real-world problems. It is an attempt to achieve a common, consistent base upon which compliant’ data from a given agency should match data from any other. A base map is a federal strategy designed to minimize data redundancy and maximize the value to the public of any given geospatial data. It is a means to assemble geographic data nationwide to serve a variety of land users of many different disciplines who have recurring needs for a few themes of data. Thus, the base map is a framework or a collaborative community-based effort, upon which these commonly needed data themes are developed, maintained, and integrated by public and private organizations.
A base map, however, is not a product owned by one particular organization. Nor is the concept owned by one organization. It is being developed and promoted by an industry body with membership drawn from data providers, system vendors, integrators, and users. Both the commercial and government sectors within Sudan are represented. All members have a common interest in the integration, sharing, and utilization of geographic information. Implementation of this concept and principles requires collaboration across all geographic information sectors and beyond. The collaborators require some basic rules to assert a level of coherence and consistency in the implementation of the framework and in its operation; linking many distributed databases and supporting better information connectivity.
